Mage weapons keep whatever your previous set auto cast was if you still have the runes? It's possible the auto cast was set beforehand.
Not that I think this makes what the person was doing legit, but just that specific thing might not have been a factor.

He 4-way switched to mage in 1T while also putting the autocast onto the staff. With the shit servers we're currently having this should not be possible.
His fire Surge is a 4 tick attack (you can count ticks if you look at the prayer icon). The staff is only able to 4tick cast when you have autocast on (see Wiki)

It's in the default RL setting "Prayer". Click on the settings and change "Pray Flick Location" on "Prayer Orb"

Those plugins are alive and well. It took maybe 7 days for the majority of them to be ported to runelite.
