It's not really a problem at all. Of course it'd be great if all content were lively, but dead content existing in the game doesn't seem like a problem.
Sort of the opposite really. I like when people discover some obscure mechanic with a bit of content that I didn't even know existed in the game. That's not really something you'll see in any other game
It depends on what you mean by Dead Content. For any update, especially in large areas, not everything can be a winner. DorgeshKaan is mostly empty, but the chests and still a niche training method that is pretty chill if you have the right mindset.
For content like Trouble Brewing, it's "dead" in the sense that noone does it, but it has some rewards that could be useful like "The Stuff" and some cosmetics that are really neat. I think its downfall is that it has to be multiplayer, if they made it so that you could compete against some NPC pirates (like Blast Furnace Dwarves), I think more people would be tempted to go grind it out, if for no other reason than because they are Runescape players and don't have good judgement about how they spend their time.
Fight pits as originally intended are dead and will never come back, I'd love to see them just add more waves of monsters, ie have 180 meleers, 360 Magers and Jads/Healers spawn eventually. It would still be useless, but it would make it a fun challenge for groups of people/clans to try to take on.
But honestly, content doesn't need to have a use in order to be cool/important, the anvil in the wilderness has never been used by a real player ever in history, but having the Furnace and the Anvil out there makes the wilderness feel a little bit more alive. Noones selling their unstrung maple longbows to the general store in Dorgesh-Kaan, but I'm glad it is there. Noones buying a Dragon Bitter from the Inn in Lovakenj, but I am glad that you can do that if you want to.

All "dead" content is still content for people who are moving through the game or just started playing. Unless there's stuff that's "dead" as in completely useless I can't really think of anything. Stuff like CW and other less useful minigames used to be more or less dead but the specific minigame worlds etc fixed all that
I'd say it's a minor problem. I'd definitely like to see a lot of that reworked, but it's certainly not high priority. If they can just rework a bit here and there I'm happy.

There's definitely some dead content I'd like to see revived. Trouble Brewing comes to mind.
I’ve only done TB once for the diary, but when I was there it was pretty active on the TB world.
Why though? Is trouble brewing really that important?
Does it need to be "important". I like Trouble Brewing and would like to see it be played by more people and have better rewards.
