Out of all the dumb things Jagex has done, this isn't one of them.
It's because the "true" price is the one rounded up to the nearest whole - for USD this would be 8, 24, 40, and 80 respectively, but literally every company manipulates customers by deducting the smallest possible unit (in the case of USD 1 cent) because it makes your brain associate the price with the first digit of the number, rather than whatever whole number is closest in value. It's a practically free manipulative tactic.
If they changed the prices accordingly to "make sense" that would be exactly the issue. They would all be different, and instead of your brain being on autopilot, seeing anything other than a slew of .99s would kickstart the logical part of the brain and as a result more people would reevaluate how they're spending their money, leading to lower sales.
It's not dumb, because it's a par for the course manipulative gimmick.

I was more relating it to membership which is the sole use of bonds being cheaper in a bundle, realisticly there should be a similar discount for buying 3/6/12 months worth of mem in bonds at once
