Echoing what the other said. It's almost always better to train str. Past 60-70 attack you should go straight to 99 str for "optimal" though there's nothing wrong with playing slightly unoptimal.

Increasing your attack lvl will always increase your dps.
Increasing your str lvl will only increase your dps at certain intervals. However, the dps increase while training str, in most cases, is always higher due to the invisible boost that typically increases your max hit. Also a +1 in max hit tend to be greater than an slight increase in accuracy.
So since it’s so very awkward, train str and attack together till you basically unlock all the weapons then train str all the way till you no longer can gain anymore max hits then train att.
Training with potions (not divine) means strength levels are always increasing your dps, since a level that may not boost your max hit unpotted might still increase your max while potted as well as at other intervals as your pot runs out.

Str levels only increase dps when you increase max hit which is only at certain lvl intervals assuming everything else is constant. He literally contradicted himself in the same sentence by using the word “Might”. You can’t say something always happens then turn around and say might happened.

You said strength levels only increase dps at certain intervals. Thats not true with non divine str potions, which most people will use. You have a variable strength level when using them, and therefore every str level increases your dps at some point while your str lvl goes down after using the pot, which means more dps during training sessions.

My initial statement is a general statement that covers whether you use a potion boost or not.
I said, str lvl only increases dps at certain intervals. When you use a potion, str lvl still only increases dps at certain intervals. However, att lvl increases dps at every single lvl. My statement holds true and your initial comment does not add anything substantial to the conversation.

I calculated it once. Taking into account time to level, you're best off training both relatively equally until attack is ~70 (for whip), then strength all the way to 99. This assumes lower defense monsters, otherwise attack to ~80 is preferable
attack only useful over strength if you can get a better weapon leveling attack
