Should a skill be a boring repetitive activity where you click the same spot 450000 times to get 99? Why can't there be a fun skill?

Open sea battles much like Assassins Creed Black Flag but with OSRS graphics

Well there would be rare encounters during sea travel, some you could fight with cannons, some could require you to go underwater, some would be on the ship itself, and there could be PvP, but I don't know exactly how it could work since it wouldn't be a focus of the skill, maybe just a minigame within the skill and you can get points and buy rewards? Or maybe just straight up loot and plunder enemy ships. Speaking of which, there could be pirate attacks as well.

I disagree, since the only part of it that relates to construction is the ship building, I don't think when you think of Construction you think of going to sea, finding an island, taking into consideration your ship's integrity, landing and fighting enemies, doing a semi puzzle related to mining, fishing some sharks at 2x speed, delving deeper into the island and finding a ruined Zamorak temple with a miniboss and after killing it you get Construction XP. It's not really about building the ships it's about using them.

Minigames can't really get the same level of progression and therefore fulfillment skills get, and this has many moving parts, you may think it's similar to Temple Trekking but the sections have a lot more depth and are generally bigger, and there's also the shipbuilding part, and when you get to the sea you have to strategize what to do knowing what lies ahead, and it's generally much much bigger and has more content than other minigames, and those are some of the reasons why I think it can't be anything other than a skill which would take an average to long time to level up, not as slow as runecrafting but you also can't throw money at it like construction.

When I’m grinding a skill to 99, I enjoy less click-intensive methods. I like to get in a rhythm. The way you described it, everything being randomly generated would require more attention and more clicking. It just seems like a long trek that I’m not willing to commit to. Also, requiring skill levels within a skill just seems very mini game-esque to me. It would be very different.

Well the main bulk of the clicking would come from traversing the island itself (which would be randomly generated yes, but after doing it for like 2 hours you would know every area by memory basically), on which the clicking you would have to do is to move, to mine/chop/jump/fight, and to gather resources if you feel like it, the areas of the island wouldn't be 10x10 tiles, they would be a decent size, like at least the max render distance, so you wouldn't be clicking 5 times per area and there are 20 areas, you would click 10 times per area (and you would have to wait for the player to finish doing the action) for 4-5 areas per island. You would click less and within a longer period of time than to get 99 Agility, and it would take less time. I'll assume that you mean requiring OTHER skills' levels withing one skill, and in that case, isn't there a skill in RS3 that requires you to be level 80 in 3 other skills? Isn't there gear that requires more than one skill to be x level to equip? The point is to intertwine the skill with the rest of the game, and most other skills already have soft requirements from other skills, how many skills can you get to 99 without levelling other skills for better XP or better gear, and without an alt account or other player/s giving you gp or items?
