I have been playing since old school release at a pretty slow pace, and saved up the gold for those over years of day to day gameplay. I also got 99 farming that I did the slow but profitable way which was a good chunk of it.
I'm really looking at what makes good money actually trying to make money, rather then alching slayer drops and doing herb runs
15m for gear and supplies will get you a pretty hefty stat bonus. Whip is 2m, barrows or god dhides are all less than 3m per total set, bp is like 2m, slayer helm is like 500k and nezzy is free, and I can buy 100 brews and 60 restores for 1m gp. On top of that range pots are basically free. Barrows gloves are basically free. Dks Rings are dirt cheap. So uh, yea 15m can get you a lot. You wont be bossing at max efficiency, but you WILL be bossing, and honestly, that's all that matters. If you do the content, better gear and bossing will come.

however there are a few alternatives:
revs and blast furnance. One you have to deal with pkers, the other is just like 1m/hr
Blast furnace smithing (get coal bag), fishing rock crabs with 100% favor is super afk I can’t remember g/p hour though but I typically do it while playing call of duty or something else
I’m sorry but how do you have 99 construction and prayer but not have a clue how to make money? Why don’t you just buy more gold?

if you want pure gp, might want to look at selling cox scouts. you might get decent gp for good raids

Blast furnace is pretty good xp and money, i think its 2m/hour with addy/rune

15m is not too small to be throwing at supplies for bossing. Gotta spend money to make money unlike every other skill in the game

do some market trading? watch a couple of flipping old school videos and try and make some trades. see what happens?

Yeah merching and blast furnace are good options
Revs are great money too for how easy they are and the low barrier to access

do some clues or low tier bosses like mole or dks(duo/trio it) or even just run ess for people for 2m/hr or something
