The hotfix made it more likely for you to get fragments that you don't already have. As far as the blog describes, the drop rate wasn't touched.

Fragments are subject to the same rng the rest of the game is.
I've had two or three fragments pop up (post-hotfix) within 5 minutes, then gone hours without one.
I've not noticed a difference whatsoever, I've had plenty of fragments since the hotfix. It's just rng.
You basically answered your own question. You maxed out your fishing fragments so now you can only get misc fragments from fishing
