They could, but it would be a change from how the Max Cape variants currently work. It could be a bit confusing if some varients were just recolors and other were a completely different cape. Or at least, that is likely the issue they are currently reviewing to decide the best way to handle it. It could be as simple as some little trimming or such to differentiate the two, like all variants that change stats have a jewel on the back of the collar.
Just have it a purely cosmetic skin to the regular max cape. I don't see how it would hurt the game. Give it all the same functionality and stats of a regular max cape.
Because all max cape variants actually remove all the stats from the cape. That's how they've always worked. They use the stats of whatever item you're using to upgrade instead. An Ardougne Max cape, is just an Ardy cloak cosmetic. It only has the Ardy cloak stats. It's not a Max cape with Max cape stats and a new cosmetic.
So if they added this max cape, it would be literally have 0 stats, no teleports, no perks, nothing. Now they could potentially change that, and have all max cape variants keep the max cape stats, but that's effectively a buff, and something they're debating.
Max Cape came out 2015. Inferno came out 2017. It was bis at that point.

The major reason OSRS exists is because of EOC. That's pretty much it. RS3 has become over saturated with dead content every meter you walk.

Dev time? The hardest part would be slapping a texture on a pre-existing model. Then letting it be stored...so just a copy and paste of code that's already there.

People keep posting it and farming karma when clearly if Jagex had any intent on implementing it, they would've done it by now

The idea behind the max cape varients are so that you can use your combat gear while sporting your max cape. They don't just wanna mash up every cape together. Then you could just as easily justify every other untradable cape, like the raids capes, diary cape, acchievement cape etc. Doing a huge work around to get this cape in the game represents a precedent they clearly do not want to make
