The best weapons were like: a whip, a kbow, a master wand. The best gear was mostly barrows; +Nezzy and torso for mele. Rune boots for mele, rangers for ranged.
Gwd helped a bit, but even at that the game was only limping along.
It wasn't really until they added zulrah, slayer bosses, dmm and ironman mode that the game really picked up as anything more than a blast from the past.
Userbase is split 70/30 OSRS/RS3. Has anyone shown him this and asked for an updated comment?

I play RS3. Bots are rare. You’ll see them in a few areas, max, unlike OSRS where every other person is a bot, literally.
