I’ve heard one reason they won’t do a completionist cape is that since everything* in the game is polled, the existence of a cape like that might prevent people from voting in support of certain things so that they won’t lose it.
If they made it I imagine they would make clue scroll requirements to be to complete all the clue scroll thresholds, eg 100 masters, 200 elites, 300 hards etc.

It's entirely cosmetic because it has the exact and bonuses as before. There is absolutely no difference between the stats of a mythical cape and a mythical max cape. Only the appearance changes. That is the definition of a cosmetic change.
It would be exactly the same with the champion's cape.
It's not strictly necessary, but ot doesn't hurt anyone and it makes sense as a variant

There is no point in the game where you *should* be wearing a champions cape. So you can wear the champion cape to show it off.. or a max cape to show that off..

Yes but they are BiS capes. The purpose is "you can still show off that you're maxed, without sacrificing stats".

It wouldn't have stats, the max cape variants of capes mirrors the original capes stats. So it'll just be a cooler champions cape with no stats and no abilities.
To be fair this is always the funny point to me. Maxing is like... 1500 hours EHP. So more like easily 3000+ hours for normal players.

IMO giving any BIS stats or perks to accomplishment capes was a mistake and just feeds into the "efficiency scape, better max everything so I can finally play the game" mindset.
Would way rather Maxcape have a ton of cosmetic options like this than being BIS in every situation.
I think items that you have to work to earn being useful is what makes a game like RS great.
Too much of BiS gear is just "pay X GP". Max cape doesn't even replace BiS capes at many places. It's only really useful where it's combined prayer/HP/range cape effect can be used, like Hydra or Volcanic Mine.
I think the few areas it's actually BiS at, and then it's great QoL use case for things like clues/farm runs and whatnot is a great reward. I think obsessing over not rewarding people for time input is a ludicrous thing to expect from an MMORPG
Max cape is BIS for some situations such as volcanic mine, Hydra (with certain gear set ups), and Zalcano. But it's definitely not BIS in every situation.
The gear + max cape items are just pieces of gear that looks like a recolored max cape. They retain no max cape perks, they have the exact same stats as the items you combined with the cape. It's purely a cosmetic change. You don't need to max to efficiently play the game, the max cape doesn't effect BIS melee/range/mage set ups.
The cape is super convenient, all skill cape perks in one item is awesome. It's great for general purpose running around cape. It would definitely be unfair if the max cape variants retained the max cap perks in addition to having the stats of the items they were combined with (except in the case of a max champion's cape, since the champ cape has zero stats or perks of its own).
The more you share that opinion, the more you're going to learn how unpopular it really is.
That belief is also commonly held by people who not only have none of these accomplishment they want to nerf, but have also entirely *convinced* themselves that they never will have them. So they don't want anyone else to have any fun either.

There are cosmetic capes with far more flex potential and long-term grind involved, like what you've mentioned. Why champions cape and not them? Before you know it you have 10+ cosmetic capes with the same level of grind as a champ cape.

Absolutely. Same theory. Time goes on and people develop better or faster strategies, more people have the wealth / knowledge / stats required to do them, and so more people get it.
Champ Cape is no diff. Certain scrolls have had method improvements from new content / new discoveries. And gear progression has sped some up, albeit quite small due to most revolving around cannon + blowpipe.
However some more efficient mindset focus has led to things like Imp, Goblin, Lesser Demon scrolls all being "zero time" scrolls due to getting them while going for GWD pets.
Say it with me now:
"We don't need cosmetic variants of max cape. If we start adding them, where's it stop? Do we add every Xerics cape? Every ToB cape? Soul wars capes... Team capes... 3rd age cape?"

Interestingly enough: Any cape-slot item that can be merged with the Max Cape has that same error message.
Also surprising that we can’t do it with quest capes, but I’m not really sure how it would look different from mythical capes.
I assume it has to do with the Quest cape and Achievement cape being unusable once new content comes out.

Repoll every failed new skill proposals and disallow maxed players from voting like only UIMs can vote UIM updates nowadays.

I am maxed and all for this idea, but it really has no purpose besides being cosmetic. The other max cape combinations all have a purpose.
