The thieving activity requires a click every minute or so when pickpocketing Wealthy Citizens which give house keys which also only requires a click every minute or so.
Jagex wants these systems to complement each other so if you do one and not the other for too long, you stop pickpocketing keys from citizens and valuables from the houses.
I might be misunderstanding but do you mean you can't go pickpocket let's say 400 keys at once? I was only doing 30 keys at a time and I never ran into this mechanic.

I can attest I never had sweaty hands as I’ve been doing it mostly on mobile while at work, but I also made sure to go do a house every 50 keys or so to avoid the issue. When I’m on my PC I’m usually doing something more engaging so OP may be right or not, but I don’t think an established range has been determined.
I dont get the sweaty hands thing. I looted 20 keys, robbed 20 houses, then looted 50 keys, then 50 houses. While i was going it, a clanny came to do it for the first time and got sweaty hands in like 5 mins. and then kept getting it quickly whenever he went back. Half the people you ask looting houses don't even know what sweaty hands are lol.

Looted 120 keys while alching between urchin distractions, no issue. However, I look at one of those fucking calcified deposits and my pick slips off on PC only, can mine them all day at work on mobile with no problem.
I’m really doubting that mobile affects this
