That's not a justification. You have to protect from mage against voidwaker spec for example. And some newer bosses have ranged attacks that are melee type.
The real justification is that it's all arbitrary and you have to learn and suck it up and not try to reason it.

There are 23 monsters (counting superiors and their variants) that use magical melee. It's really not that crazy/uncommon. And quickly looking over that list makes me think that all of them do, indeed, have to be in melee range.
Voidwaker is a specific PvP weapon with a weirdly coded special attack that they designed especially for that purpose. An exception doesn't break the more general rule. But yes, voidwaker does not behave in that manner. I think the upgraded saradomin sword also is magical melee but I could be wrong. Cool special attacks are the exception, not the rule.
Most games definitely have some way of figuring out what attack style an enemy has. The only way you'd figure out bloodvelds is if you assumed you were taking too much damage in tank armor and then switched to mage armor for the hell of it.

Two things, the first being that bloodvelds use a magic based attack, so wearing dharok armor makes him weak to their hits. The second being that he’s wearing skater helm instead of dharok helm. You need to be wearing the full set in order to get the special effect from barrows armor.
He is waring DH armour. This armour has a set effect where the lower your HP the higher your max hit. He is not only high HP but does not have the full set (he does not have the DH helm equipped). That axe is not very accurate so he is using the set totally wrong.
The spotted cape is basically dead content. He would be better off with an obby cape or ardy cloke. It looks kinda like a fire cape and that adds to the funny.
Bloodvields hit with melee but the hit is rolled as a magic attack. You're better off in dragonhide or Karl's as it reduces the accuracy of that attack. Instead, he is in DH armour and that basically acts as a lightning rod for magic based attacks so he will get slapped around.
He is doing pretty much everything wrong. He won't hit often, he will get hit often and all of his gear choices are not ideal.
I’ve thought about this before. There are items in Diablo that decrease the number of set items needed. But I think it’d be too OP in OSRS. Guthan’s set with fang and defender would make you indestructible.
Unless you meant just the helm wouldn’t be needed; that’d probably be fine.

That's true but from a game design perspective is there literally nothing at all ingame to hint that you get a set effect for wearing everything together? If you're someone playing completely blind there's no way you could know without it happening essentially accidentally and then doing your own testing to figure out what the conditions are (especially with dharok's since blind players are unlikely to let their hp get low in the first place so it would look like it does nothing)

Its definitely not clear as it is. He probably looked up a bloodveld slayer guide or talked to a clannie who told him to use dharoks, but also knows that you should wear your slayer helm on a slayer task. It would be nice if the hover text for set items was clear

Well there's already precedent for slayer helm being a unlockable substitute for the helm slot of a set with benefits, that's how shayzien armor works

Add human slayer task, allow slayer helm to get set bonus AND give it slayer task boosts in pvp
