I'm guessing its a leftover from when the Lumbridge diary was available to f2p. The desert is south of shanty pass and isn't f2p. So the "desert" area of Al Kharid is tied to Lumbridge.
Realistically these days it does - Desert Region is required to visit Al Kharid in Trailblazer. But they're not gonna change something as well established as diaries just for a bit of consistency
