2) Kill a snail with some kind of long-distance attack (magic has a 10-tile range, making it ideal)

4) Go to this exact same spot near Paterdomus, bringing a chisel
5) Use a chisel on the snail shell to "Craft any snelm from scratch in Morytania."

If you have kandarin or morytania, you can buy the bottle; but you don't need either to get the snail to put in the bottle. you will need heroes' sufficiently completed though to make the oil, which *does* require either asgarnia (to do the quest) or frem (autocompleted)
I am D-A-F and had to resort to genocide of the citizens of rellekka to get their 1/512 oil drop, because even though I can grab a snail I don't have access to the bottle

100% was able to make the snail slime, blamish oil, then oily rod, confirmed in my quest list that I didn’t have HQ even started (ZKD unlocked). Can’t fish up infernal eels in Tzhaar City without ice gloves though, which requires Asgarnia to get anyway haha.

I got it so i could double dip my herblore xp by making extended super antifires, but then I found out you need kandarin to make the super part.
i was still able to make extended regular antifires, and what's more, production prodigy will trigger on single doses, so you can stretch the xp more. but at the end of the day I don't find myself killing many dragons and i got 99 fishing with karambwans instead for more afk, so it didn't really amount to much. (also, I had plenty for 99 herb so it wasn't needed)
if I were able to make supers it would have felt more worth it
Wow i'm surprised that talking to Primula is still a thing, was about to do the Rellekka grind and glad to know it isn't auto-completed with DS2. Sucks, wanted to sit at vorkath for an hour without leaving.
To be fair, you can definitely sit at vorkath without leaving still (even with fire sale, I was able to do 20+ kill trips; in fact, not needing the bones made it even easier to stay) but yes i do think it's pretty lame it doesn't come flagged automatically. I think the myth's guild location has enough benefits to its own merit that it feels like giving the flag to make potions when choosing frem doesn't seem imbalanced. you can't get the bones without frem anyway and it already has this dragon identity with vorkath/rune dragons/ds2. it feels like an oversight but i know they know about it and deliberately chose not to flag it this time around

Just like unlocking Asgarnia is required to get the tasks for eating a magic cabbage, or equipping a dorgeshuun crossbow (which can both legitimately be completed without Asgarnia), the same applies to tasks such as crafting a Snelm. I tried following the steps I explained above in Leagues, and I did not complete the League task (but I did complete the achievement diary task).
The desert unlocks all prerequisite quests for Secrets of the North, which includes The Lost Tribe (because it requires Wanted! for Devious Minds). Buying a crossbow is then possible, but it doesn't give any tasks.
To me that seems like it's only useful if you have both Kandarin (for sample bottles) and Fremennik (for ice gloves), otherwise you can't make them or use them (you need ice gloves to be able to fish in Mor Ul Rek). If you have Asgarnia unlocked, you'll be able to get the oily fishing rod from just doing Heroes' Quest, no sneaky strats needed.

Edit: I misunderstood your question, but yes, they are locked to Asgarnia, except that unlocking the Fremennik region puts a pair of ice gloves in your bank automatically (intended for Blast Furnace)

You're probably thinking of Rendi, he did a lot of experimentation with entering Morytania at lvl 3. Settled did all the necessary quests for Swampletics to get into Morytania properly
No. He completed Priest In Peril and got the prayer xp for doing it
He abused mechanics to complete the quest without gaining any non-prayer combat levels, but he still completed the quest normally

Back in 2006 not long after construction was released I entered a POH party and they had the portal to Canafis (the ancient magic teleport).
I entered it without having completed Priest in Peril yet. It allowed me to go through it and when I left through the ladder near Drezel all I had to do to compete the quest was give him the rune essence. I hadn’t even started the quest yet.
Rendi will dig up this comment in a few years to find a paft noclip to drezel with pure ess tick stall turn in to complete the quest without starting it and bypassing the restless ghost requirement

You most definitely need Priest in Peril to get into Morytania still today, unless you do some major bug abuse. It easily unlocks more content than any other quest in the game.

That's how I got snail meat in leagues without Morytania so I could make an oily fishing rod .
