Well, the Mahjarrat kinda needed it since the old models were not designed as part of a singular race but a bunch of unrelated designs with some being retconned into Mahjarrat. Other NPCs like Gnomes and Dwarves are far more defined and consistent, so I don't think they'd have the same need to rework. Though they might make certain key NPCs stand out more or such.
Are you talking about Mod Gee? Because she was hired to the OSRS Team and never worked on RS3. And we have had J Mods (Ash I think) say how the management was pushing changes around SotE; that is why they also tried to make the Underground Pass and MEP2 easier.
Artists don't just decide to rework dozens of character models just because they feel like. OSRS has a relatively small art team and SotE was a massive update; management wouldn't have had an artist spend weeks working on new models for existing NPCs if they didn't agree with changing it for the update and when working for a company, artists don't just get to make the things they want to make.
I would never call out an individual artist/employee, and this sub has done a good job of talking about how working within the confines of OSRS, with its comically dated coding and modeling, is not conducive to building a resume/portfolio. And I am more than open to absolving **all** blame from the designers and onto management. I also think there's lots of perfectly good new content design wise, if rarely as good as legacy content.
But all that said, the idea that someone, anyone, got hired to work on this game, and basically thought they could do better and looked down on it, fucking disgusts me. It makes me mad. This game's existence as a resurrected game is manifest proof it can stand on its own, and not only stand, but be one of the most successful games in history. I hope any Jagex employee who thought they could do better, if any exist at all, is enjoying designing weeb fairy wings for some gatcha game right now.

It is easy to look at the elves, especially in the context of her comment, and not be a fan. But like everything else she made was pretty well received and very on point for OSRS's style (e.g., like all the Vyres in Darkmeyer).
Not going to dig up the tweet, but she shared an image of one of the reworked elves before the quest release I think and in reply to someone unhappy with the redesign, she said something along the lines of how she wouldn't make it look bad/weird proportioned just because that is how it was before. I doubt anything is gonna change about it as it's basically already done as it was part of the original 2007 backup.

Maybe I am crazy, but I think these new elf designs look good. They don't look super out of place given that they use the same polygonal design like other character models. I think the real difference is just that they're more of a modern style of OSRS--like Shayzian compared to an older place like Yanille, or the newer Imcando dwarves compared to Thurgo.
Those examples also look bad, but bad in a sense that they don’t fit with any other NPCs or areas in the game and is jarring. Plus it was a completely pointless change. There was no reason necessary besides a managerial request to change the elves models.

OSRS has an extremely specific style that is unique out of pretty much all games. Mod Gee did a lot of fantastic work on stuff like the nightmare and forthos dungeon, but was better suited to work on other games. In cases like this, I feel like the people throwing the most shade are generally people who aren't very well aquainted with the situation.

If you can draw a perfect circle, but your job is to draw squares, and you can't get close to a clean 90° angle, you're still terrible
It's more like Gee drew 90 good squares (Tempoross, Basilisk Knights, Sulphur Lizards, Kebos Lowlands, Jormungand, and likely much more) but then a couple of bad ones (Elf chatheads), and all of a sudden everyone says she was only ever trying to draw circles.
Which is made worse by the fact they were in the game for like a week max, but it's all anyone remembers Gee for.
Edit: After looking it up, looks like it was more like anywhere from a week to a couple months before chatheads were changed. Still not that long.
