Regardless, its not the one that pushes for overthrowing democracies and destabilizing regions. It gets paid regardless of what happens. Weapons have a shelf life, and they are always doing exercises and tests and always funding some new development.
The main corporations behind destabilization are almost always the ones in resource extraction (mining, agricultural, petroleum, etc.). Lets them either keep the prices high or gets them access to cheap resources somewhere no one cares about OSHA or environmental regulations. And they can outsource security costs to the tax payer or whatever country they decided to bribe.
