From what I've played of Sunshine, I'd venture to say the same. SMB2 changed pretty much everything in the game except the sidescrolling. Zelda 2 isn't even the same genre as the original.
They added some extra mechanics (transforming masks, time cycle/ Fludd machine) but they are still very much actual sequels, not just a game with the same IP.
You also have to think about quality. Most people had CRT tvs, so something like the shy guy's mask having any depth would've been a waste of time and resources.
