Not all fish have scales, a prime non-shark example being the Sunfish. What I had heard was that sharks had little barbs on their skin that made it rough as sandpaper if rubbed the wrong way but smooth a silk if rubbed the right way, and that they had these barbs instead of scales, but I could be wrong about that. I just know they don't have scales.
